Observe New Mexico Elections, funded by The Carter Center, is a nonpartisan election observation effort designed to increase trust and transparency in elections. The effort is led by and for New Mexicans. Observers will be trained about relevant laws, procedures, and safeguards in New Mexico’s electoral process and will verify that those procedures are followed consistently. Nonpartisan election observers represent all voters, do not interfere in the election process, and report what they see. Observers’ findings throughout the state will be aggregated to assess the quality of elections in New Mexico. The Carter Center has led similar efforts internationally for decades and is now engaging in related efforts here at home. We are honored New Mexico was among the handful of states they selected to participate this year.

Job Description for County Supervisor

Observe New Mexico Elections, a project of the Carter Center, is seeking detail-oriented County Supervisors to:

  • Observe electoral activities as needed, which could include: logic and accuracy testing (testing of election equipment), poll worker trainings, tabulation of election results, and certification of election results in assigned county
  • Act as a direct supervisor to observers, ensuring observers attend trainings, understand their role as observers, receive and utilize observation materials, and abide to an assigned Observer Code of Conduct
  • Recruit election observers in the county in line with program directives
  • Act as a liaison between Observe New Mexico Elections and county election officials to obtain needed county-specific information (electoral procedures, dates/times for key processes, etc.)
  • Liaise with a regional coordinator, an elections logistician and, as needed, Carter Center staff
  • Travel to respective polling locations and support Election Day observation
  • Other colleagues with whom the County Supervisor will be working:
    • Regional Coordinator, to be selected
    • Liaison to Carter Center
    • 2 State Leads
    • Communications/PR/graphics/press

Preferred start date: As soon as possible

Proposed Pay: $2,000 flat fee

County Supervisors will also be entitled to daily honorariums for observing electoral activities. This position will have varying levels of engagement between the start date and after the general elections on November 5, 2024. This position will require some weekend work and travel, particularly more leading up to November 5.

I understand that by expressing my interest to serve as a nonpartisan election observer:

A) I may not simultaneously serve as an observer for any registered political party, candidate, ballot initiative or other nonprofit organization in the state.
B) I may not simultaneously serve as a poll worker, election judge or election worker.
C) I will be expected to participate in training about how to observe the electoral process in question, abide by a code for nonpartisan conduct and be expected to comply with other guidance to be issued by the Observe New Mexico Election project.
D) Should I be selected for the project, I would be eligible to receive reimbursement for communication, transportation and time spent on the project but would be expected to provide my own mobile phone and my own transportation to and from any locations to be observed.
